installing and configuring sip on windows 10

I am trying to install pyQT5 on my computer and I need sip to be installed first.. I have the files downloaded and extracted on my computer and I have read http://pyqt.sourceforge.net/Docs/sip4/installation.html

The problem starts when I type python configure.py in the command window and it says that it is installing and creating the sip module makefile.... etc.

the I try and use the make command as instructed and I get the error "Make is not recognized as an internal or external command, operable program or batch file."

What do I do to finish installing sip and then install pyqt5?
